Hey there. In order to become eligible to adopt, you'll need at least a week of editing on that wiki. Also, since there are other active contributors you will need to start a public discussion in a blog/thread about your adoption, so others can give input on it. Though more importantly, where you say "I don't want to be admin at this time, but I do want someone else who is active", are you not wanting to become admin on that wiki? The user who fills out the adoption request is who becomes the new admin if they succeed in meeting the requirements.
If you are wanting someone else to be a new admin, then perhaps you can let the community know they can adopt the wiki due to inactive admins, and encourage them to make an adoption request of their own :) --Icier08:38, February 17, 2016 (UTC)
