I'm not staff, but I believe the guidelines for adoption state that there cannot be any active admins within a certain number of months rather than yesterday (I think it's around 6 months). The relevant page for applying for admin tools can be seen here, although it states that requests are currently closed.

Adoption requests are not a way to circumvent local wiki policy, especially with active admins on that wiki. Cåm _{00:58, 28 Jan 2013 (UTC)}

Per Cam, the admins of a wiki need to be inactive for 2 months in order for it to be eligible for adoption. Attempting to use adoptions to circumvent the local wiki policy never works, as Staff check themselves all the relevent information before approval.    ǝsʞpɐןǝ  (message wall)  12:38, 29 January 2013
