Yes, even if the admins were active, you would not be granted rights because you have done no work. Though Google is a very vast subject, so I feel that you will have no trouble editing articles, making pages, and categorizing pages. Also, create a blog post and message some bearucreats to make sure the community wants you to adopt and become an admin. Good luck and happy editing!
