Any other information: I've already gotten approval, I usually start out with the background, the the js and then the articles. That explains the lack of edits. Oh, and the reason they couldn't promote me was because they don't have the rights and the ones that do didn't reply.

- Thanks for talking to the active admin (and coincidentally the only active user) on the wiki, but in order to adopt it you will need to meet the Adoption Criteria, which includes editing the wiki regularly every day or two for at least a week, and creating at least one new content page. I'm sorry this is not the order you like to do things, but those are the rules for adoptions. If you really cannot edit with the wiki as-is, you can use personal css and js to get the wiki looking the way you want and then it will be easy to copy to the global pages later.
