In order to be able to adopt a wiki, all admins would have to be inactive for at least 60 days, which Character What Villains hasn't been. However, since he is not a bureaucrat, therefore cannot promote you to admin, you'll need to ask for his permission to adopt the wiki, providing a link to that conversation here as well. There are also other active users on the wiki, so you'll need to create a blog post to let them know of your attempt to adopt the wiki and have them give their opinions on it, posting a link to that here as well. Other than that, you look good! Just make sure you continue to edit at least once a day before Staff review this.
