Adoption requests must be done here on Central, yes. (Or on a foreign-language equivalent, but that probably doesn't apply!)
However, adoption is a tad of a last resort; the first step is to try to get rights via the local bureaucrats. I linked you to lists of bureaucrats for Naruto Wiki and Bleach Wiki, you can ask them about getting rights (are you talking about a different wiki?). If you're approved for rights by a local bureaucrat of a wiki, he just has to check a box and make you an admin, no need for Central.
If you're blocked, you won't really be eligible to get admin rights on Bleach Wiki. You should try to work more with their local policies in the future.
Dantman, the Naruto bureaucrat, doesn't have a broken talk page, he's just saying that he won't be emailed about the request so it might take some time.
Adoption applies on neither of those wikis because the admins have been active recently. Besides asking for rights and getting them, there's really no way around it. As I've said though, you don't really need admin rights at all to be a valued contributor to a wiki.
On Bleach Wiki I did work well on their policies. One of the admins doesn't like what I edit so he blocked me and I don't think I will ever be unblocked b/c it has been 3 weeks.

You are blocked indefinitely on Bleach Wiki, you won't ever be unblocked unless an admin undoes it. You might try appealing to Salubri, the blocking admin, for lenience, but please respect what he says.
I think Dantman has had that message up for a while, but he does check in on the wiki every once in a while. You might try asking on the Naruto Wiki forum to see what the community thinks about giving you admin rights before you ask him directly.
Finally, I am not the one to go to about issues with users. I'm not Staff, I'm only an admin on this one wiki, Community Central. You might ask a Naruto Wiki admin (note, there's more admins than bureaucrats).

Yeah I rather ask him directly b/c one of the users happens to be in a position that I don't know about has an issue with the edits for a character he despises and with me.

I don't mean to be "cold and mean", I just want to make it clear that I can only give advice and can't enforce anything. Your original wording "May I tell you I have some issues with some of the users on Naruto Wiki?" implied to me that you wanted me to take care of it, but I can't do much more than give advice. Hey! The admin right is one that's granted for individual wikis. If you're interested in becoming an admin on a wiki, there's two steps.
Even if you're turned down for admin rights, you should always remember that you don't need admin rights to be a healthy contributor to a wiki. You don't need any ascended rights at all!
I need the admin role for a big reason.
Some dimwits on a Fandom wiki keeps makinf fake pages for no reason!
