Using the word "remove" to refer to delete is only going to cause additional confusion, since "Remove" is a thing.
Anyone who is the author of a page in the "Thread" pseudo-namespace can use the "Remove" function to "remove" a thread from the forum thread, or "remove" a thread reply from a thread. Using "Remove" does not "delete", which is why it is called "Remove" and not "Delete". "Remove" essentially means "de-list".
Admins and discussion moderators can also use the "Remove" function, and when they use the "Remove" function, it has exactly the same outcome.
After using the "Remove" function, admins and discussion moderators can also use the thread "Delete" function, which makes the content of a thread inaccessible via the normal "Thread:(PAGEID)" format - however, as I've reported in the past, the content is available via the long form url: Board Thread:Support Requests - Getting Technical/@comment-Vernanonix-20160128170738/@comment-452-20160202151216 (Which is easily obtainable via several methods)
Only users with the "delete" right can perform a standard mediawiki "Delete" to make the long form URL inaccessible by users without the "deletedtext" right.

Edit: it's lucky for us that Staff/CC Admins only care about preventing on-topic comments to old threads, and don't care about off-topic comments in active threads.
