I created a variation of this template: {{t|No license}} a long time ago for the upload form at the Cannabis Wiki:

Why isn't it called up when an image is uploaded, and an image license is not selected?

I've messed around with that in several wikis, including wikis in other wiki farms, and it never worked and no one has ever come up with something that worked.
Maybe it will work with javascript and/or magic, not with templates.

Is it possible to prevent people from uploading unless they pick a license? I think Wikimedia Commons does that if some parts of the upload form are not filled in with something. --Timeshifter 21:36, March 31, 2011 (UTC)

I don't think so. Each wiki has a lot of leeway in the image license templates they use, and the rules they set up for what images are allowed on the wiki. I created/adapted most of the image license templates on the Cannabis Wiki, for example. Also, I wrote the how-to pages. --Timeshifter 21:59, March 31, 2011 (UTC)

Each wiki decides what images it allows. Therefore stopping uploads without licenses is part of that, and does not violate TOU as far as I know. --Timeshifter 22:26, March 31, 2011 (UTC)
As it says in the ToU: "Not intentionally block, remove, or otherwise obstruct the proper functioning and view of advertisements, and/or user interface and functionality by other users". (unindent) The proper functioning of Special:Upload and the upload popup is that anyone can upload any image. Hence, preventing unlicensed ones from being uploaded would be restricting it's proper function. Although I do agree with you, we should be able to stop the uploading of unlicensed images. But Wikia doesn't care much about image licensing, so we're not likely to be able to directly restrict uploading.
