I have two questions. How do you add the header at the top that says from Wikipedia, the free encyclopedia.?

The second one is how do you add the header that can inform about current news or other things, such as what they have at Star Wars?

If you mean in the browser's title, it's MediaWiki:Pagetitle. If you mean under the page's title, MediaWiki:Tagline.

1a. To display a tagline, you have to enable it in CSS (disabled by default) in MediaWiki:Monobook.css. Wikipedia uses:

#siteSub {
    display: inline;
    font-size: 92%;
    font-weight: normal;
}
