I want an article to be written by the users. How can i add the title of this article to special pages/wanted pages?

Special:WantedPages lists nonexistent pages that have links to them, so to "add" a page, just link to it from other pages and wait for the query cache to be updated. - Adan Aileron (talk) 16:27, December 22, 2009 (UTC)

The more pages that link to the wanted pages the further up the wanted page it'll be listed.

You could also create To do project pages (or forum pages) on the wiki you're editing on to to focus the editing power of the users on the wiki and to draw attention to certain pages that need work. --Tangerineduel 12:57, December 30, 2009 (UTC)
