How do I add a picture on the wikia header at the top of the page?

Hi i'm wondering how do I put a picture on the wikia header all the way at the top of the page? Here's an example at L.A. Noire Wiki: http://lanoire.wikia.com/wiki/
They put in those neon lights on the header and i'm wondering how I can do that for my wiki. (Not nessecarily add in the neon tube lights.)

- look at their [MediaWiki:Wikia.css, and add something similar to your MediaWiki:Wikia.css.
