How do I change the default skin for my wiki?

How do you change the default skin for a wiki. Currently my wiki has QuartzSlate as the skin for unregistered users and MonoBook as the default for registered users (and of course any log-in users can change there view if they want). But I want the default to either be MonoBook or QuartzSmoke for unregistered people. Basically, is there a way to not have QuartzSlate as the default skin for the unregisterd visitors? - MonoBook is not default for registered users. It only appears that way to you either because it's been set to MonoBook in your prefs sometime in the past, or you have a cookie which is making MonoBook show up, QuartzSmoke/QuartzSlate is still the default for registered users on new wiki. And no you cannot change the default skin back to MonoBook. Unless you have a valid reason like uncyclopedia, or have a rtl language wiki the default won't be changed back to MonoBook by staff, that's counterproductive to the point of developing a skin and putting it out to get feedback on how to improve it.
