How to customize headers?

Hi everyone,
I am pretty new with wikia so my apologies for asking the obvious.
I was wondering how to custommize a header.
In some pages you can see a header in blue background with a frame around it instead of the underlined text.
The only reference I find to how they did it is { { Headingtitle|headingtxt } } (remove the blanks)
I've been searching a bit and I do find info on customizing skins but not on headers.
What I understand is that you're supposed to create some kind off template?
Can anyone please advise me on how to create a custom header or where to find info on it?

For example the green frame around the "what's new section".
The code looks like this but I don't understand how and where to define HeadingA part

- When you edit the page (you may need to press "preview" once), you see a list at the bottom of the page that contains a link to Template:HeadingA ; you need to edit that to change how it looks (and that will change it everywhere on the wiki where it is used, so follow WhatLinksHere and see how the other pages are doing).
