On the Special:WantedPages, the prospective pages are listed in order from the ones having the most unresolved links to the fewest, but within that number order, what's the order? It's not alphabetical. Is it in order of the one that's waited the longest to be created? The one with the newest link to it? Are there options that can affect the order?
