Migration tool not generating new draft Edit

When there is an old saved (but not approved) draft , the migration tool doesn't seem to generate a new draft (using generate draft markup) when the contents of the original template are changed. I'm not sure if this is a bug.Dessamator (talk) 22:48, February 18, 2016 (UTC)
