Great if you know to look there - but that's not a normal place to look for an explanation of what's on a page, and it isn't explained even there until you open that page in edit mode and see that the subpage is used as a template (for no obvious reason). A Community Central page in the help namespace should be helpful. This one is not. If for any reason (such as misguidedly thinking it might help with something) a contributor to another wikia "created" this in his own wikia, it wouldn't even have a link to "/whitelist" - see http://familypedia.wikia.com/wiki/Help:System_messages/whitelist/list if you don't believe me.
