Wikipedia and this IP addressEdit

Wikipedia regularly blocks this IP address due to the vandalism of 'one or several persons.' Inter alia it is the IP address of the London Borough of Hillingdon library internet system.

Could a link be provided to the answer to the previous comment please (the message does not now appear).
