Hey! In order to view the CheckUserLog on a wiki, you need to belong to the CheckUser group. The criteria for gaining CheckUser rights locally is very conservative. Staff usually only give them to trustworthy administrators on large wikis where sock-puppetry is a prevent issue. You may Special:Contact/general if you're curious if you/your wiki qualifies.
There is currently no way an administrator can protect the whole site. FANDOM staff have access to Help:Protect site which they use temporary and usually sparingly. As an administrator, you may protect articles/files if they are subject to high vandalism. You cannot protect everything though as it would be a TOU violation. Only certain articles that have a lot of vandalism/spam/edit warring.
It should also be noted that only VSTF, FANDOM Staff, Helpers, Utilities, and CheckUsers have access to the tool. However, sometimes access will be granted on large communities on which sockpuppetry is a major problem.
