I'm not a member of Wikia Staff, nor do I have any decision making in wiki adoptions. You could try filling out an Adoption Request, but the first thing you should to is log in or create an account, since anonymous IPs cannot be given admin or bureaucratic rights.
Thanks very much for taking an interest in the Adoption Requests and offering comments to the requestor for Adoption:Dragonball Wiki. Commenting on the requests can be very helpful, getting people started on editing or community conversations as needed. However please remember to be polite and positive if you wish to comment on any future requests -- instead of saying somebody can't adopt because they haven't edited, maybe suggest that they start editing more to meet the requirements. We do take all requests seriously, even when we say "no" because the wiki or requestor aren't eligible for the adoption.
Yeah, Sorry about the slight hostile sound in my comment. It just somewhat irks me when a guy with two global edits decides to pull a number out of his ass like that. "Oh, I have 666 edits there, I'm so funny." Not only do I know that 10X, the admin there, is completely active, I know when someone like that guy clearly doesn't take an adoption request seriously, even if staff is obligated to.
