I made a table with two columns, and in each column is another table, one with two rows (filling the left column) and the other with three rows (filling the right column).
Depending on what this is for, this may or may not be a good way to do it... :D

A little CSS can clean up the borders to look nicer. Maybe something like this:
table { border-collapse: collapse; } td + td, th + th { border-left: 1px solid; } tr + tr { border-top: 1px solid; }
