It depends on the level of detail you want. Common ones I have heard of people using are Gimp, Photoshop, and Paint.net. However, if you just want something that will replace large areas of single color such as a background sometimes MS Paint (different from Pain.net) or even MS PowerPoint is sufficient.
I use Gimp personally. Just about on par with Photoshop, but Gimp has the upside of being free.
GIMP is passable and I use it frequently, but as a long-time Photoshop user, it isn't really on par. GIMP is really great for free. GIMP runs on both Windows and Mac, but seems to have some memory leaks on Mac OS X.
Paint.net is pretty good (Windows-only) and you can also try pixlr.com/editor which runs in the browser (unfortunately Flash).
Adobe Photoshop is a very famous and very good image editor. Image customization is almost considerably endless, since it has a lot of customization tools.
Tip: If an image is blurry or it lacks sharpness, try to make it sharpy, for the best image quality.
For quick edits like the OP was asking for, GIMP is perfectly acceptable. Photoshop takes way too many resources on my computer, so for something small or quick I need to edit, GIMP is preferred. Honestly, though, for a simple color replacement, even MS Paint can do that.
