Have you tried using it yet? I think it is because all your #if are evaluating to false resulting in something similar to the following.
<tabber> = |-|= |-|= |-|= </tabber>
This, in turn, results in:
This would be why nothing is displaying on the template page.
I have used it and I tried "activating" the template by just putting any value in which apparently sets it to true. But its been really odd. Sometimes it doesn't work at all, and sometimes only the first tab works.

Alright. Now there seems to be another very odd problem. The template works and all, but for some odd reason, one of the tabs has a large amount of whitespace when opened.

It appears to be the last tab that has this issue, but in the latest revision I added the "awaken" tab and that particular tab doesn't have the problem. Instead, the whitespace goes to the 4*. I have absolutely no idea what this happens.

EDIT: After more experimentation, there seems to be no set tabs that have this problem. The whitespace just goes pretty much everywhere.
Do you have a screenshot? I am not seeing that much whitespace when I view those pages.

Or, perhaps, describe in more detail what it is you are considering to be the extra whitespace.
