It looks like they are using a custom tab-like template. (You can see the template they are using by clicking the Edit button - then if you are using the visual editor click the tab bar to show the name (Tab Template), if using source editor the template call looks like {{Tab Template ....}}.)
Note that it isn't actually making tabs on the same page - rather it is a navigation bar with links between the main page and it's sub-pages. You would create the first tab's content on the main page (ex. 'wiki/MAINPAGE'), then the content for each subsequent tab on a sub-page with the same name as that tab (ex. 'wiki/MAINPAGE/TAB2').
You can copy the template to use it. See its contents by clicking the View Source button on its template page, then copy/paste its contents into a new, blank template on your wiki.
Alternatively, you can get a similar effect by using Tab View, which should be available by default on all wikis (no need to create any new templates).
See the linked page for full instructions, but overall the setup will be almost the same as using the MKwiki's tab template - each tab's content will need its own sub-page (including the first tab here). Rather than tab-like links to those pages, Tab View pulls those pages into the main page via transclusion, so you can have additional content on the page that persists when a user clicks the tabs.
