  As Wattz hasn't replied, I will:

  Obviously with being a chat moderator, this give you powers in chat only. Therefore, edits on the wiki is not really significant in whether or not a user should be one.

  Each wiki is different, but generally, it is all about their frequency on chat, whether they provide help to other users, etc.
