Actually you can make a box but add fixed position for the wrapping message element like this:
position: fixed; top: 95px; right: 15px;

Yes. In wikis that use talk pages, it's easier if you store it in one of your sub page and add to the top of your talk page {{User:Ray422/sub page name}}, which would be easier to modify.

You can change the position of the floating area, of course. You can change 95 in top: 95px; to the distance from the page's top (distance in pixels) that you would like to apply, and can also change 15 from right: 15px; to the distance that you want to apply from the right.
Also if you want to make the distance from the left, you can change right to left, and can also do the same vertcally by changing top to bottom.
You can add this style:
border-radius: 10px; -moz-border-radius: 10px; -webkit-border-radius: 10px;
You can also add Template:Roundy from the Templates Wiki to your wiki, which allows an easier usage,
