Yes. Admins may seize control of wiki, if you allow them.
Wikia Staff will only do something about it unless that wiki's community decides to do something about it.
If you do not care about the wiki, and your goal is to do nothing about it, then "just leaving the wiki" is the right thing to do to achieve that goal.
If you care about the wiki, and your goal is to improve it and get rid of "bad" admins, then the right thing to do is to start a discussion about it. Admins are not allowed to remove discussions about their own removal/behaviour/abuse: if they do, report it to Wikia Staff, and they will restore the discussion, and reprimand the admin.
Note: Discussions about admin removal should occur in public on that wiki. ( As Semanticdrifter said recently)
While admins have additional abilities, they only have "power" if the community allows them to have it.
The community has the real "power", but they rarely wield it.
If there is a "bad" admin, it is because the community has allowed them to be that way.
Admins can block people at will, but the community decides whether an admins is allowed to do that.
Unfortunately, power corrupts, even if the ones in power don't realise it.
A good admin who is concerned about preventing their own corruption will set rules restricting their own behaviour, abide by those rules, and ask the community about feedback on those rules.
If you encounter an admin who you think is "bad", the first step is to ask them if there are any written rules, and then bring up a discussion those those rules. Admins who hide behind "It's common sense" and "It's a standard policy on many wikis" for things which do not make sense are unfortunately common.
(edit: I know I've repeated some of what others have said, sorry.)
