Some14u is not asking to alter the interface. There are many polls on the internet which function the way Some14u is asking, Some14u is simply asking whether Wikia has any polls which do that.

You have it completely backwards. Display who is currently winning is what can lead to false results.
The reason that many polls do not display the results until after you've voted is to discourage people from simply voting for the current winner. (Some people like to "win" and "belong", so by voting for the result which is already winning, they can all but ensure that "their choice" will "win", and they will "be in the majority")
I've suggested such a feature Wikia Staff in the past, and if anyone else wants a type of poll implemented which doesn't display results until after voting, you should request this feature using Special:Contact - so that Wikia Staff know that people actually want this feature.
(That said, modifying the existing poll with javascript is borderline, so long as people can still USE the poll, it might be okay.)

I would disagree, I personally think what OP was asking for would and does violate that specific passage — but I'm not immune to mistakes.

I think we've miscommunicated. I never said it was, I'm saying it might be against ToS to implement it wiki-wide. But, I'm probably mistaken, that's why it's best to contact staff just to be sure.
An alternate solution has occurred to me: While neither of Wikia's built-in polls can do what you're asking, there are external polls which do what you're asking, and many external polls allow embedding.

There are pros and cons to doing this, most notably that different poll sites use different methods to prevent people voting multiple times, and not all of them are very good at it.

To give a blunt answer: Yes, it's possible, but whether it's allowed is another question.
