I'm looking for a CSS MediaWiki that does the top navigation bar and I need to find a way to customize it for a local wikia. It looks like this when customized in any way:
and anyways, it's not like blanking the skin like I've saw a wikia blank months ago on the Looney Tunes wikia when I was looking for those creatures which I couldn't see what I'm doing there. Making it all transparent does violate the TOS since it's for everyone to navigate.

I don't think they'll let you keep it. They've mentioned repeatedly in the past that the top bar is Wikia's, not the individual wiki's. It's off-limits to do any color customization.
Crazy Muzzarino, as stated above, you will have to remove said code as it does violate our Customization policy. Please do so immediately.
As mentioned by Tupka above, this is Wikia's official space and should not be customized on the wikia level.
so everything except the wikia navigation should be customized? Another thing, should this wikia navigation be for personal use then like the other utilities?
You can do most any change to your wikia (bar what's stated in the customization policy) without issue. The global navigation bar is meant to look the same on each and every wikia though.
So if anybody has a customizaed wikia bar and I found it, then it should be reported.
Yes. You can do that through Special:Contact/general.
