Si existe User:Ciencia Al Poder/sig en el wiki donde edites, la incluirá en la página (con subst:), y si no existe se incluirá el texto que pongas en la otra parte del #ifexist. De esta forma puedo tener una firma diferente en cada wiki, y una global para los wikis donde no haya creado una, sin dejar plantillas sueltas en páginas de discusión.
