Absentee ballot (noun) a) in representative republics, a form for casting a vote, used by a person who anticipates not being present in their home district on the day an election is held. b) in countries where the Left is allowed to hold sway, a device for allowing the dead to cast votes, usually in numbers sufficient to ensure the victory of the Left's candidate or puppet. This practice is referred to as "stuffing" and is illegal. However, since the election of Barack Obama it has been the primary method of the Democratic Party getting what it wants without all the very inconvenient constitutionally ordained process that has prevented America from degenerating into a Leftist pothole.
